Absurd NGO Appropriation Games

Notice the $260k slush fund giveaway to Seventh District Pavillion in Acadia Parish.

Information was given to me yesterday that a Reverend James Proctor sits on the Board of Directors for Seventh District Pavillion, Inc. At the same time, Mr. Proctor is also an elected official, as he serves on the Democratic State Central Committee, representing Office B in Acadia Parish.

Therefore, with some help, I searched the NGO Appropriation Information for Seventh District Pavillion on the State Legislature website.

Here is what came up regarding the appropriation, which was obtained by Rep. Jack Montoucet (D-Crowley), who was delivered many votes last year thanks to the efforts of Mr. Proctor.

To continue providing decent, safe, affordable housing opportunities to the low, very low, and moderate income families throughout our target area.

Housing counseling, including budget, credit, pre-purchase, and post-purchase will provide families with the education and guidance needed to acquire and maintain home ownership. "First-time homebuyers" workshops are provided to educate families on the total aspect of home ownership, single and multi-family development for families in need.

NA



NON-APPLICABLE is filled in for the question about any board members serving as an elected or appointed state official. Yet, Rev. James Proctor has been serving as a member of the Democratic State Central Committee for years now.

Is this an ethics violation?

Also, notice that this request is for only $100,000. Does that mean that a different appropriation request was filled out for the $260,000 given to Seventh District Pavillion, Inc?

If so, I have been unable to find the request for the $260k appropriation that C.B. Forgotston cited in the above linked post.

Therefore, information not being available would be a violation of Governor Jindal's requirements for NGO appropriations. Governor Jindal should have vetoed this request for improper, or lack of, disclosure.
